A federal appeals court in New York ordered the US Food and Drug Administration to pay $1.3 billion in damages to consumers who allegedly purchased the drug Viagra over the past nine years, after a New York judge ruled that the agency had not met its burden of proof of the drug’s safety and efficacy.
